Best PDF Form Filler Apps 2026 — fill, sign and send from your iPhone

Seven iPhone apps that fill and sign PDF forms, compared honestly, including our own with full disclosure.

Last updated October 2026 · ratings checked on the US App Store at time of writing

Overview

How we chose these apps

A form filler answers a simple wish: to return the form today without a printer, a scanner or typing your address for the hundredth time. Some apps do only that; others are full PDF editors or signing services with a form tool inside. This guide covers seven iPhone apps worth considering in 2026 and who each one is really for.

We looked at what matters when a form is due, not what looks good on a store page:

None of these apps gives legal, tax or immigration advice or guarantees that an agency will accept a form. App descriptions below are summarized from each app's public App Store listing at time of writing, October 2026.

The List

7 PDF form filler apps for iPhone in 2026

01

Fillsafe — Best for Filling Forms from Details Saved on Your iPhone (Our App, Full Disclosure)

Disclosure. Fillsafe is built by Loveiko Labs, the studio publishing this article. We list it first for one specific need: filling a form, including a flat or photographed one, from the details on your iPhone, without those details leaving the phone. If you need to edit PDF text, convert files or collect signatures from other people, see #2 to #5.

What it is. A PDF form filler for iPhone. Open a PDF from Files or Mail, pick a common official form from its catalogue, or photograph a paper form. AI reads the blank form and plans which kind of detail goes where; your iPhone writes in the details you saved for yourself, your family members or your company. The app asks for what is missing, by typing or voice, highlights every answer for review, adds your drawn signature and exports one finished PDF.

Best for. People who fill in the same personal or company details again and again: a W-9, a lease application, job paperwork, school and clinic forms.

Strengths. Fills flat and scanned forms, not only fillable PDFs. Document scanner with auto crop. Saved profiles for family members, children and companies, and identity documents read on the phone. Drafts, resume later and undo. Saved details, documents, answers and signatures stay on the iPhone, encrypted; the AI sees only the blank form. No account, no ads, optional iCloud backup, Face ID lock, 18 languages.

Limitations. Released October 2026, with no App Store ratings yet. Filling forms requires Fillsafe Plus: $7.99/week or $39.99/year after a 7-day free trial. It fills, checks and signs forms; it does not edit PDF text, convert files or send documents to others for signature. iPhone only; no iPad, Mac or web version is listed. A drawn signature is not accepted everywhere.

02

Acrobat Reader (Adobe) — Best Free Fill & Sign from the Biggest Name in PDFs

What it is. Adobe's PDF reader, editor and signer, with more than 635 million installs according to its listing. Fill & Sign is free: a form filler and PDF signer that lets you fill, sign and send. Paid features include the AI Assistant for questions and summaries, editing text and images, OCR for scanned PDFs, merging and organizing pages, converting to and from Word, Excel and PowerPoint, compression and password protection, with a 7-day free trial.

Best for. Anyone who wants a free, well-known way to add text and a signature to a PDF, and may later want the full Acrobat toolset.

Strengths. 4.6★ from about 663K ratings at time of writing, October 2026. Free Fill & Sign. Works across mobile and web with Adobe cloud storage. The broadest feature set here once you pay.

Limitations. Autofill from a saved profile is not listed; you type into each field. Scanning paper lives in the separate Adobe Scan app, and OCR of scanned PDFs is a paid feature. Requires iOS 18.3 or later. A large app with many paid upsells around the free tools.

Acrobat Reader: PDF Editor on the App Store

03

PDF Expert (Readdle) — Best All-Round PDF App for iPhone, iPad and Mac

What it is. A fast PDF reader and editor for iPhone, iPad, Mac and Vision Pro. Fills PDF forms with text fields, checkboxes and radio buttons, supports AcroForms and static XFA forms, and signs documents with a drawn signature or one from an image, saved for reuse. Premium adds editing text and images, creating and converting PDFs, merging, splitting, compressing and AI summaries.

Best for. People who want one polished PDF app across their Apple devices and mostly deal with fillable PDFs.

Strengths. 4.7★ from about 216K ratings at time of writing, October 2026. Saved signature. Form support for AcroForms and static XFA, which trips up many apps. Reading, markup and audio notes in the free tier.

Limitations. Form filling is aimed at fillable PDFs; on a flat form you add text by hand. Autofill from a saved profile and a document scanner are not listed in its description. Premium pricing is not listed in the description. Requires iOS 16.0 or later.

PDF Expert: Editor & Reader on the App Store

04

Forma (BP Mobile) — Best AI PDF Editor with a Built-in Scanner

What it is. An AI-powered PDF editor from the makers of iScanner. Fill out any form, with autofill to speed through repetitive fields, and draw or type a signature once to reuse. A built-in scanner with OCR turns paper into searchable PDFs. Edit text with matching fonts, change a document by a typed or voice prompt, convert between PDF, Word, Excel, PowerPoint, JPG and TXT, and ask the AI assistant for summaries and rewrites. Documents sync through its cloud storage across iPhone, iPad and web.

Best for. People who need to edit the words of a PDF, scan paper and fill forms in one app, and are comfortable with cloud sync.

Strengths. 4.7★ from about 26K ratings at time of writing, October 2026. The closest feature set to Fillsafe for forms, plus a real editor and converter. Scanner with OCR built in.

Limitations. Documents live in its cloud storage. Its AI assistant works on the content of your documents, so read its privacy policy before adding sensitive details. Subscription pricing is not listed in the description. Requires iOS 18.0 or later.

Forma: PDF Document Editor on the App Store

05

Docusign — Best for Sending Documents to Other People to Sign

What it is. The e-signature service. Signing is free and unlimited: upload a document from email, Google Drive, Dropbox, Box or a photo scan, create your signature and sign. Paid Standard and Business Pro plans let you send documents out for signature with "Sign Here" tags, signing order, reminders and push notifications when someone signs. Its listing states compliance with the ESIGN Act, a full audit trail and encryption.

Best for. Anyone who needs a contract, lease or permission slip signed by someone else, with a record of who signed when.

Strengths. 4.9★ from about 832K ratings at time of writing, October 2026, the highest here. Free signing. The strongest story on legal validity and audit trail.

Limitations. A signing workflow, not a form filler: fields for your own forms are placed by hand, and autofill from a saved profile is not listed. Sending requires a paid plan, with prices not listed in the description. Documents live in Docusign's cloud. Requires iOS 17.0 or later.

Docusign - Upload & Sign Docs on the App Store

06

pdfFiller (airSlate) — Best for a Template Library and Cloud Editing

What it is. A cloud PDF editor: edit any PDF contract, invoice or tax form, highlight, erase or black out text, add text, dates and check marks, eSign, send an unlimited number of documents for signing, share with view, edit or sign permissions, and print, fax or export to Word, Excel and PowerPoint. A library of millions of fillable templates, unlimited cloud storage synced across devices, an offline mode, and a 7-day free trial of the paid features.

Best for. Small businesses that want ready-made business, legal and tax templates and collaboration from one account.

Strengths. 4.5★ from about 9.2K ratings at time of writing, October 2026. Template library. Sending for signature and faxing included. Offline mode that syncs later.

Limitations. Account-based cloud storage. Subscription after the 7-day trial, with prices not listed in the description. The lowest rating in this list. Built around templates and collaboration rather than filling your own forms from a saved profile. Requires iOS 15.0 or later.

pdfFiller: edit PDF documents on the App Store

07

PDFgear — Best Free PDF Toolkit Without Limits

What it is. A PDF viewer and editor whose listing promises free use of all functions with no trial watermark or page limits. View and print, highlight and annotate, add, delete, rotate and extract pages, fill out forms by inserting text, check marks and stamps, sign with a signature made from an image, the keyboard or a drawing, and manage files on the device and in iCloud.

Best for. People who want to fill in and sign the occasional form for free, with no account and no upsell.

Strengths. 4.7★ from about 8.9K ratings at time of writing, October 2026. Free. Files stay on the device or in your iCloud. Page organizing and stamps included.

Limitations. Manual: you place text in each field yourself. Autofill, scanning and AI are not listed in this app; the company's scanner is a separate app. Requires iOS 15.0 or later.

How we judged

Which app fits your situation

An honest guide does not put the publisher's app first without saying why. Here is where each app genuinely wins, including the cases where ours is not the right pick. Ratings and review counts were checked on the US App Store in October 2026.

What none of these apps do

None of these apps, including ours, tells you which form you need, whether you qualify for anything or what to answer. None files the form with an agency for you, and none can promise that a recipient will accept a signature made on a phone. Check that you have the edition of the form you were asked for, and keep your own copy of anything important.

For a simple fillable PDF, your iPhone may already be enough: in iOS 17 and later, Files, Mail and Notes can fill in form fields with AutoFill suggestions from your contact card, and Markup adds text and a signature. The apps above earn their place on flat and paper forms, on forms you fill often, and when other people have to sign.

Questions

Frequently asked questions

Why is your own app listed first?

Fillsafe is the only app in this list built around one job: filling a form, including a flat or photographed one, from details saved on your iPhone, with the AI seeing only the blank form. It is also the newest app here, released in October 2026 with no ratings yet, it requires a subscription to fill forms, and it does not edit PDF text, convert files or send documents to others for signature. For those jobs, Acrobat Reader, PDF Expert, Forma or Docusign is the stronger pick.

Can I fill in a PDF form on iPhone without an app?

For a fillable PDF, often yes. In iOS 17 and later, Files, Mail and Notes can fill in form fields and suggest details from your contact card with AutoFill, and Markup can add text and a signature to any PDF. It works field by field and does not keep profiles for family members or a company. For flat or paper forms with many fields, a dedicated app saves time.

Which app fills in a scanned or paper form?

Fillsafe photographs the paper form, crops it and fills the boxes and lines from your saved details. Forma has a built-in scanner with OCR and lets you fill any form in the app. Acrobat Reader, pdfFiller and PDFgear let you place text anywhere on a PDF by hand; Adobe's scanning lives in the separate Adobe Scan app. Docusign accepts photo scans for upload and signing.

Which app is best for a W-9?

The IRS W-9 is a fillable PDF, so any app here can add text to it. Fillsafe fills the name, address and tax ID from the profile saved on your iPhone, asks for anything missing and lets you sign and reply from the same screen. Acrobat Reader's free Fill & Sign and PDF Expert work well if you prefer to type the details yourself.

Is a signature made in these apps legally binding?

It depends on the recipient and the document. Docusign states that its e-signatures comply with the ESIGN Act and keeps an audit trail of who signed when. A signature drawn in a form filler is a mark you place; many recipients accept it, while some require ink, a notary or a specific e-signature service. Fillsafe says so plainly and does not guarantee acceptance.

Which apps keep my details on the phone?

Fillsafe stores your saved details, documents, answers and signatures encrypted on your iPhone and sends the AI only the blank form. PDFgear lists files on the device and in iCloud. Acrobat Reader offers optional Adobe cloud storage. Forma, pdfFiller and Docusign are built around their own cloud storage and accounts, so read their privacy policies before adding sensitive details.

Fill the form. Skip the printer.
